Tenant leaving when section 21 notice expires

I have served tenant a section 21 notice which expires 15th September the tenant has mental health problems and is not managing on his own, he has agreed to leave on the day and go to the council and say he is homeless.  He said he will sign a letter to say that he has left the flat voluntarily and that I can dispose of any belongings that he has left.  Would this be legal and if he changed his mind and came back to the flat after he had signed the letter what would be the position.

I know you must worry, but seriously there is enough to worry about in this "game" to start worrying about what might happen.

Get a witness when he moves out to his signing the "surrender" of tenancy, then change the locks straight away. You are then in control and not having to worry about others actions moving forward.
