£7k Rent Arrears

Help!!   My tenant had a stroke in March last year and could not work.  We served all the relevant notices and he finally vacated in September owing £7.5k in rent arrears and went into Council Accommodation.    Since March he has been receiving Universal Credit and other benefits, but he is stating that he did not receive any housing benefit.   He is 54 years old, single and confirms he will never work again, although who knows.   Is it worth spending £450 at the Small Claims Court, just to get a CCJ??  He has offered to pay us £25/month.
Should the Council have been paying him housing benefit to pay to us -   We can't find out?    Any suggestions please would be much appreciated.  Many thanks

Universal credit is a single benefit that may (or may not) have a housing component; there's no separate housing benefit payment. If he applied for assistance with his rent, he'd have received an allowance (which would have been limited to something appropriate to a single person, so unlikely to cover all of his rent).

I'd accept his offer, and, to be honest, expect him to stop paying quite soon.
