Licensing Scheme: Exemptions

Hi
I'm hoping someone can advise me regarding the Liverpool Landlord Licensing Scheme ?
My Dad has rented out a house various times over the last 10 yrs , but after my Mum passed away 2 yrs ago and the previous tenant moved to get married, he never bothered renting and the house was empty.
His granddaughter  (my daughter) has numerous mental health issues but has moved in to the property with a view to her living as independently as possible but with our support in the big wide world.
She is entitled to housing benefit and the extra supplement for a carer to stay overnight with her.
The council accepted the tenancy and the contract between her and her grandad as landlord.
He's received a letter informing him he must apply for a license for the property within 14 days or he will be prosecuted !!!
He's 83 yrs old and only has one rental property which is rented to his granddaughter so as to help her to live independently in a community she is familiar with and receives huge support from neighbours etc .
If he hadn't rented it to her he would of sold the house as he can't be bothered with tenants again.
Is there anyway he could be exempt from licensing a home his granddaughter occupies and will indefinitely???
Any advise would be genuinely appreciated.

Liverpool council will be the best to contact regarding this technicality.  In Wales all landlords have to be registered and complete a course, similar to licencing and it's regardless of the number of properties or the type of tenant.
