Estate agent is asking me for energy performance certificate for loft insulation for my property I lease from the council. I am letting it to tenants found by the agency. The loft is not accessed by me and is maintained by the council. The agent insists on having a cert I do not have or cannot get from the LA. Any advice?  The property is in a block of flats.

Are you saying you have a council flat,and are subletting? Have they given consent for this,if so, surely they would be able to give you the necessary information ?

It's not really the Agent insisting, it's the law. I mean, the Agent is obviously insisting this is provided - but not because they're being bloody difficult - it's because you must provide this and they are kinda looking out for you.
