I dint secure my tenants deposit, I signed 1 tenancy agreement for the first year. But for the second  year there was not contract. I will be penalized for each year  or only for the first year that there is 1 tency agreement? I am aware it is one  to three times penalty the amount of the deposit.

Per tenancy.

If "first year" was a fixed term tenancy, by necessity there was at least a second tenancy for the "second year", so at least two penalties.

You don't need to pay any penalty if they deposit is still in the deposit protection schem.

That's not how the law works...........
