Wondered if anyone can help

I have read that the section 257 HMO is where a building is converted entirely into flats, the conversion doesn't meet the 1991 building regs standards and more than 2/3 of the flats are owner-occupied

I have a property which is ground floor commercial property, first floor 2 rented self-contained flats, 2nd floor a rented self contained flat, it was converted before 1991,

I am uncertain if this would count as a s257 HMO , as the ground floor is a commercial property, so the building is not entirely converted into flats?

Any guidance and clarification would be much appreciated
