Hello everyone, I have a sitting tenant who rents a basement flat, there is no mention in his agreement that the garden belongs to him for his sole purpose. The garden is in a terrible state and needs a lot of work.

He won't allow other tenants to use the garden. My question is, does the garden belong to him? Many thanks for reading.
