Planning permission and building regulations for an existing flat roof

Hi
I am a landlord in a block of 6 and the flat roof and soffits all need renewing
Do I need planning permission and talk to the council about the materials and energy savings
I have been told I have to but when asked a couple of roofing companies they say don't bother
There would be no change to the height or looks

I have some flats in a small block and we had some roofing replaced and fascias /soffits done during lockdown. No one suggested that we needed to discuss  it with the council,and one of the owners is the sort who knows about such things.
