Existing tenant asking me to give him a letter for benefits claim

Hi all,
I am a newbie here and would like to ask for some advise help in this regard
I have an existing tenant who lives in my property with his wife and 2 kids.
He also has his mother living there for childcare help.
She is about to go back to her country soon and he is looking at claiming benefits for his wife to be able to reduce her working hours to look after the kids.
Seems like a genuine reason.
However - he is asking me to give him a letter saying that he does not live in the property and that his wife alone lives there with the kids ( like a single mum)
I see that this is for her to be able to claim benefits
As per the openrent agreement they are jointly and severely liable to pay the rent until July 2023 ( 6 months end) after which it should go onto a monthly rolling contract.
I am not comfortable to give false information when i do not know if he is actually not living there.
the tenant says that he has paid his friend for a room and can send me a letter with his bank statement to prove that he is living with him.
All seem a bit fishy- not sure what to do.
He has been a good tenant and has kept the property well and paid rent on time.
Any advise on what this may be/ what should I do or rather not do to avoid getting myself into a pickle would be very much appreciated.

Absolutely not,this would be fraud.The letter from his friend would be worthless.You could get into a lot of trouble.I would personally be serving notice in May for them to vacate in July.If he gets difficult  and tries to pressure you I would inform the benefits people.
