As a first time landlord I used a short assured tenancy agreement supplied online by  another local authority in Scotland. Under the section Services then services provide I wrote Gas and Electricity thinking it was referring to services to the property. Under this is the sentence-' The Tenant hereby agrees to pay the service charges.' Later in the agreement under the heading Bills it clearly states the Tenant is responsible for payment of gas electricity and telephone. The Tenant is in receipt of DHS payments and the council are saying the tenancy agreement stated the landlord is responsible for gas and electricity charges. The Tenant disagrees with DHS decision as we are both in agreement that  the bills are his responsibility.
Please can you give me advice.
