Temporary Accommodation - Notice to Quit

Hi Everyone,

I will try to be short and succinct as possible.
My flat has been let through estate agents as temporary accommodation (meaning the occupants are licencees and not tenants ). The estate agent has served them with a 'Notice To Quit' ( please see picture below - have removed sensitive information ). The last day when they were supposed to give up possession of the flat is tomorrow ( Monday 4th July 2016 ) and they have not shifted any thing in the flat and still remain. I would be grateful for advice on the following:
1) Is this notice okay ? ( 28 days notice )
2) Can I start eviction proceedings myself ? ( even though it was the estate agent that served notice ). I am asking this because I don't trust the Estate Agents and they have already said I will have to pay their exorbitant eviction / bailiffs fees and admin fees if they do the paperwork.
3) Which form from the County Court will I need to start possession of the property ? ( even though the occupants are licencees and not tenants ).

Have you reason to believe they will not simply move on the day they are supposed to ? Most people will move all their stuff at once,can't really understand why you are gearing up for a long battle.Is there something else going on?

Heavykarma, thank you for replying.

I have checked the flat - they are still there and have told me that the Council will not re-house them unless I get a bailiffs order.
Can I ask which form I need from the County court to start possession proceedings ? - I have checked on the website but they are all confusing - the forms are for 'tenancies' and accelerated possession - my situation involves licencees.

I think some of the old silverbacks on the forum will have the answer to this.You are wise to be cautious,using the wrong form could delay matters considerably.Good Luck.
