One tenant is moving out, her partner wants to continue at the flat.
What is required in terms of a new lease?

I'd suggest a full checkout, return old deposit and start a new tenancy with checkin and new deposit. Alternatively if you don't want to do checkout & checkin, get remaining tenant to sign a statement to the effect that they accept the joint tenancy checkin report as that which will be judged for their new sole tenancy.

New tenancy with different "tenant" wouldn't be a replacement tenancy, so all the requirements on deposit protection, GSC, EPC, How to Rent, and electrical safety certificate would apply anew.
