Purchased Property with Existing Tenants - Not paying rent

Cousin purchased a property in Cumbria area with existing tenants, over a month ago, I believe on a buy to let. An agency took care of management of this so that he would'nt have to worry about the rental and purchasing the property. The tenant has not paid the first month's rent and is avoiding all contact. The tenant is on a roll-over tenancy agreement and the agent wishes to make a new tenancy agreement, is this wise? He has no copies of the tenancy agreement. If the ex landlord received rent. If there was a deposit in place. If there is a licensing in place. And is my cousin reponsible for this or can he take action against the agent for not doing the job properly?

Your cousin seems to have made a number of significant errors in the process of purchasing this property. Some of these omissions are going to be impossible to correct retrospectively.

This usually happens when someone who doesn't know what they're doing makes a poor purchase at an auction. Is that what's happened here? Otherwise the conveyancer should pick these issues up.

I'm not sure why the agent is even involved. When you buy a property with a tenant, you automatically become their landlord. There's nothing automatic about the involvement of an agent, that's a choice.
