Tenant charging me storage

I had new heating installed may24. I enquired twice about the collection of the previous ceramic programable storage heaters with the tenant she said they were stored away and she alsobinformed me she will not be replying to my messages on WhatsApp,text or email as needs a break. However since its proved troublesome collecting them as she continues to deny me access.

Now she has produced an invoice back dated to installation date and increasing it daily. No storage agreement was ever discussed.

She continually denies access to me for years. Ive attempted many times to arrange a collection but won't allow me in.

I need to made an inspection and collect radiators. She will not allow me to collect them without paying over £2230.
She says she is selling them on 19th August. She's got information that she believes she's entitled to do this.

She deducted the rent arrears from the storage fees.
Has anyone else had a problem like this as ive never heard of this problem before.

I find it hard to take this seriously- is it a troll? Just for starters, why have you not served notice on her?

Thank you for your reply. The reason I've come on here for help is because although I've been a LL for six years I've never had a tenant that is so determined to cause me trouble.
She simply won't allow me access. I fear starting proceedings as I'm worried how things will go as she attempts trouble.
I'm very eager to know if anyone has had a tenant attempting to charge storage before? Should I just ignore this?
I'd really appreciate your help. Ive been ready many articles on here and see LL support and help each other.

There's no merit to her claim. If you can serve a valid s21 notice then do so today.

I cant proceed until I've seen inside the property.
As she's refusing access could I charge her for a professional to view the property and me attend with them?
I feel like tearing my hair out with the tenant. She makes many accusations of harrassment, bullying, making her husband mentally unwell, fraud and breaking confidentially. 
She got my builder to make alterations and has changed the lock because I'd explained I'd come with a trader. She said trader welcome you will be escorted out the property.

Once the eviction process begins, it will go through right up to getting bailiffs. She wants a Council House. Im not certain whether to evict by 6a, 8 or both?
 It seems like I don't have to worry about her claim for storage fees. She's refusing me to visit but will only return the radiators back once I pay £2300 collection at the door!
Ive evicted tenants before but not gone through process of court and bailiffs I find the thought very daunting.

Use a specialist eviction service. That will cost money, but is much more likely to succeed and will be much less stressful.

If you use a section 8 to evict the tenant, they are much less likely to be supported by the local authority. Their entitlement to council housing is unlikely to be affected either route.

I'm obviously going to have to get help legally to inspect the property as I believe it's not being looked after well. Some alterations have been carried out without my knowledge. She blames my builder, but he didn't mention anything about the alterations to me.
