problems with council Noise & Nuisance team

My tenant is having a hard time with a neighbour, who's installed a door alarm to catch the burglar who steals from her fridge (!?). My tenant is frustrated by the alarm going off 3 times a night, probably due to the neighbour opening the door herself. I've called council (landlord of the neighbour), specifically Noise and Nuisance team. However - they refuse to talk to me, claiming the'll only speak to my tenant... My tenant is about to move out if, I don't take the matters into my own hands.

Does the council have no duty to respond to the property owner? Do I seriously have to wait till my tenant vacates prior to getting any help from them? Any suggestions appreciated...

They're not your neighbours, tenants property that they are renting from you is their home.  I'd never get involved in neighbour disputes, as you have found out, it's not your probelm/responsibility.  Presume T and neighbour are both adults, there are channels to be pursued.

If the tenant fails to sort out the problem, it will be left to the next tenant, or myself. The tenant has threatened to pull out of contract, as the dwelling is inhabitable in their eyes. By helping them I'm helping myself, otherwise I'll soon be in a position of having an emoty flat soon.

The good thing about contracts is that they can't 'pull out' as they may feel like doing without consequence, usually financial to your benefit.  Be thankful that that there isnt legislation in place that actually makes this your responsibility.  You are not your tenants parents/carers.

This is your answer, and the answer that you should be really happy with. A sad path is the one where Landlords start to get involved in the neighbour disputes of their Tenants. Avoid it at any cost. You've been warned by the experts here... of which I am one.  :-*
