Can a tenant re-enter a property, once their section 21 has expired? I have a tenant who has moved out, emptied the flat and handed over the key, they are now threatening to re-enter the property. Can they do this or will they be breaking the law?

Change the locks right now... then the problem surely goes away? It's cheap and easy to do.

To be clear, I'm assuming that even though you say the key has been handed back, you think they have another?
