Notice to quit from a tenant that has already left

Slightly unusual situation here.....

My tenant has been having some mental health issues, and there has been some sort of intervention from his family, so he is no longer in the house and is not expected to return to collect his possessions.

I had already given S8 notice, but would rather avoid following the eviction to completion if possible, and it seems like his family can get him to sign a notice to quit for me.
In these circumstances what do I need to put in the notice to quit letter? He obviously needs to state that he has left and that I have permission to dispose of his possessions - do we also need to mention the deposit? It's a protected deposit and will not be returned in this situation, as he has significant arrears....

Do I need to mention what his debt is, and will be?
