My agent for the landlady of a 3 bedroomed bungalow IN England  did not produce an E P C at the time of signing the rental agreement. Subsequently I found that I was living in a freezing cold, expensive to heat property. I told the agent that I wanted to inspect the certificate and eventually he emailed it with  attachment.
Is he right in saying that there is no illegality in not producing the certificate at time of signing the rental agreement , only for the property not having a current E P C?
I understand there is a £250 fine involved.
