HMO notice,landlord horrified at works demanded

I act for a landlord who has received a huge notice of works from Camden Council which my client is horrified at and wants to know how to deal with this not having the huge amount of money required.
eg they want fixed heaters in the rooms although free standing ones are supplied
sill height on sash windows is too low(how do you change this?)
Also a self contained flat in the basement should not be and HMO is that right?
Your advice would be greatly appreciated.

In answer to your first point a out the heating - aren't there any radiators in the room? E.g. Fixed to a wall and being fed by a boiler?

As regards the sill heights, there is little you can do but the Council must have found this to be an issue with similar properties so may have a solution in mind.

In terms of the landlord not being able to afford the works - is he a first time HMO landlord or just converted the property? HMO licensing has been in force since 2007 and the guidelines are widely available so I just wondered if he'd factored in these costs when he bought the building?

In short, if the council want the work done, he really should comply as the fines will outweigh the costs involved.
