in May 2015 after long court battle I finally managed to get rid of my horrible tenant. Court ordered the tenant to cover all court fees...because council was involved (grrr) we agreed that the tenant will pay in monthly instalments (what would take 2 and half years! to repay)... of course after 6 months my ex tenant stopped paying. the council is refusing to tell me where they relocated my ex tenants to serve any kind of paperwork or even to involve in mediation...

Can I apply to the court if I don't know the ex tenant's address? I tried to asked them but they are not very helpful. or shall I call bailiffs? Can I clime the cost of that service from ex tenant?

I must say government/council doesn't support landlords in any way.
