New EPC rating improvement in leasehold flat

Hello,

New member here, so apologies if this has been covered.

I own a leasehold flat in a block in which the freeholder is Islington Council, in London. The flat is on the top floor and the current EPC rating is a D.

By 2025, for any new tenancies, I need to get that EPC up to a C or face a potential fine of £30,000.

I have already changed the boiler to a new one, as the old one was causing issues. Other than that, I have read that loft insulation, replacing windows and cavity wall insulation are the other things which will improve the EPC rating.

However, since the block is owned by the council, I can foresee many blockers in that department.

Does anyone else have the same issue and what can I do to overcome this?

I doubt that there's much you can do about it, and you would have to look at the process to get an exemption to the regulations (or waste a lot of money failing to increase the rating).

But there is no actual change at the moment, the proposed changes to the EPC regulations are something that's been talked about, but no one has actually done anything yet (so dates are very speculative).
There is a single private members bill by a Lib Dem MP which has about as much chance of becoming law as I have of becoming King on Saturday, but that's the limit of what's real.

There may well be cause to worry at some point, but it isn't now.
