How do I legally check if a non-responsive tenant has left at the end of a section 21. If she hasn't left surely entering the property is illegal? T

Write her a letter telling her you'll be visiting the property on (date) at (time), and put the letter through her door (by hand) a clear 24 hours before.  Make sure your current phone number is on the letter.

Then visit at the appointed time.  If she's gone, change the locks promptly.
