Bankruptcy - Agent in Administration

My Agent has gone in to Administration claiming Bankruptcy July 2016. They are still operating even though they have been expelled.

The Agent has not been paying the rent, nor a copy of where the security deposit is. I had signed up for full management serivce with legal and rent loss guarantee included which has not been honored. They are no longer communicating with me or providing the necessary documents.

They have left 7 Romanian Nationals in the property that I have no id's on with an Assured Shorthold Tenancy Agreement signed by the Agent as Landlord. The tenant is not paying rent or letting me in for inspection. I did not agree to these tenants, I was given proof of other credit checked tenants moving in.

I have been informed that I will be liable to pay the tenant up to 3x penalty on the grounds of not registering the security deposit.

My question is as I have no proof from either side of rent being paid to the Agent or deposit. Therefore how I am liable to pay back without proof of person id's and bank transfer. Anybody can setup false documents with a name?

Has someone had a similiar experience case and should legal proof be given?
