Legionella risk assesment

Is it now law to have a Legionella risk assessment done? If so when did it become a legal requirement and how often should  they be done? :-\

'Normal' properties with combi boilers or electric showers are low risk. Properties with stored water ie a water cylinder are slightly risker especially when connected to a shower. The cylinder control should be set to at least 60 degree and preferably 65 degree, ( this kills most bug's but people tend to turn down the temp in a effort to save money ) but even so problems are unlikely to occur when properties are used normally. Properties left empty for long periods of time should ideally be fully drained down when fitted with this kind of system. High risk properties are the ones with swimming pools / spa bath / etc but I'm not sure how many of these are rental properties :)
