landlord changes mind after signed tenancy agreement but before rent or keys

Son lives in our flat and an acquaintance, whose is a full time carer for Father was looking for flat share near care home. Son wanted help with costs. To get care funding informed he needed tenancy agreement. Obtained one from Internet and it was signed 30 March with anticipated commencement 10 April. No deposit was requested. Funding only just approved late May and in the meantime we have received bad references about non payment of rent, pets, damage and other people staying in previous flat.
As funding not approved no payment and no keys were handed over, We do not want to continue with the tanancy agreement .Can as landlords we withdraw from a tenancy agreement that has been signed, but before any rent paid (or deposit) and the keys not handed over, taking into account the reference received?
What are the implications and what actions do we need to take?

I am sure you can... but, I have to ask, why would you sign a tenancy agreement before references were considered satisfactory and, even, before you had received monies? That seems... an odd way to go about things. Pretty nonplussed about all the background information, I can't make head nor tail of it so I just speed-read to what I thought was the question.

I don't want to go all Lynne Truss on you, but if the back story is relevant you really need to add some punctuation, and read it back before posting.  I am only saying this because I can't understand most of it.
