Property Redress Scheme - do I need to register?

My mother in law is 92 and in a care home.  To help fund her care we let her house out through the same agent as we let our properties through.  For one reason or another we have blown the agent out and are now managing our own plus the mother in law's property ourselves.  Mother in law has suggested that we have the commission that she would have paid the letting agent as her property is now being managed properly.  My query is do we need to register with the property redress scheme.  Good old trading standards have suggested I take legal advice in accordance with their guidance - useful!  The guidance notes on the GOV website say that the legislation is only really aimed at businesses on the High Street or online.  However, their examples say that if you are assisting a family member for free then you are not caught.  We are somewhere in-between. My gut feeling is that we are not caught because we are not a business actively looking to manage properties and I am inclined to think of the commission as a thank you rather than as a reward for services - (as per the GOV guidance notes).

Does anyone have any thoughts on the matter?

My thoughts are that I would not do anything. I would maintain the status quo.
