The tenant is continually late paying the rent and is also owing rent as well. What is the standard procedure please?

If you want them out, issue a Section 21 if you're in a position to do so, and/or a Section 8 if you've got grounds. Even if you're not determined to get rid of them, an official notice landing on the doormat might encourage them to get their priorities right and pay the rent in full and on time.
