 >:( so its happened my tenants toilet has blocked ,but the one they have  up stairs is ok
phone call goes like this, landlord toilet is blocked can you come over NOW and fix it
landlord NO
tenant why not its your toilet
LL, I didn't block it
tenant. but I can't use it
LL. use the one upstairs for now  its 6.30pm

tenant. I know what time it is  I need both toilets

LL. how do you think it got blocked
tenant. oh it was my young daughter  she used nearly a whole roll of paper in one go
LL . I will come round in the morning

tenant. that's not very good is it
LL  then go buy a plunger , see you in the morning

so should I have said I would fix it or should the tenant get it sorted, as I said I will go round tomorrow but next time should it be down to tenant
if there is no other reason for the blockage other than what's going down  the loo , should I charge her a call out fee

You can't charge a Tenant a call-out fee... unless, maybe, you're a Plumber? Even then, no. However, the blockage is the responsibility of the Tenant, admitted.
