Leasehold to council flat..who pays the ful communal charge..tenant or landlord

Landlord hold the lease to a council flat & charging the tenant £11.95 p/w for gas only for communal heating & hot water. The Westminster Council website report that leaseholders will pay more than tenants for communal heating usually 100% and much less as a tenant. Can the landlord charge the full fee or does he/she has to contribute toward the charge. The tenant has been placed in the flat with her son by a different Council via housing association who rent off the landlord. Her tenany agreement is with the Council and it only state that she is liable to pay utility charge.

Assuming the gas charge is made as part of the leaseholder's lease terms: The leaseholder is unable to pass this cost directly onto an Assured Shorthold Tenant.  The rent can be set at a level which takes the cost of this benefit into consideration.  The tenant, when moving in, can then decide if the rent level is comparable to other flats they are looking at.
