DPS favours bad tenants

My tenants recently ran off from my property having stolen my business cashbox and HTC mobile phone and the keys occasioning me to change the locks and they also left alot of mess, rotting food and used cat litter around the place.
After having to gone to the trouble of submitting a solicitor witnessed statutory declaration (which should show some nature of the tenants attitude itself) the DPS found in their favour, claiming I had not submitted evidence of the theft or a copy of the tenancy agreement.
I have complained to them that they should have made this more explicit in their request for evidence, specifying that they needed to see copies of the tenancy agreement, crime number, reciept for change of locks, so forth. Which they did not. But I am left flabbergasted that they have adjudicated in the tenants favour despite the facts of the situation being presented to them quite clearly in my statement - and I have no right of appeal!
I just wanted to let everyone know that the DPS will take this sort of approach unless copius evidence is presented, so please be careful, even if you think you have a good case, they will find in the tenants favour without your supporting evidence,  regardless of the circumstances!

I have also heard that they favour the tenant.
