I own 4 flats in a block of 8 self contained flats, which were converted into flats about 1996/7.
My managing agents say that the main Fire system in the block
needs updating & also each flat that is rented out needs individual updates to the fire precautions as well as the work to the main Fire system.
I can't find the regulations regarding this issue.
Does anyone know anything about this at all?

Ask the local fire station, they hold all information you need.
Am taking it your cookers are all in order too, like all electric, or purchased for apartment living.
Part of mine was to make sure there were suitable exits, fire doors, fire extinguishers, ( also have a fire blanket in kitchen drawer)  and of course smoke detectors.

The rules and regulations are different with every council. Some make it up as they go along. One of my councils has banned the use of fire extinguishers in HMOs. They don't want to see tenants getting injured whilst defending a fire.
It is probably a worthy investment keeping your fire systems updated.  I had one smart tenant who decided he would dump all his unwanted furniture, beds, wardrobes etc out into the front garden and have a bonfire.  2 feet away from 5 gas meters.
