The answer is already "yes"... everyone needs to register, no exceptions. Let's build a database, boys!

Well, if you don't hold or process personal data electronically, you don't have to register but, the way I see it, if you've got your tenants' names and phone numbers on your smartphone, or e-mails relating to them on your computer, then that's personal data held electronically.

That said, the ICO aren't going to start gunning for the little people straight away, so there's no need to panic.
