Gas safety certificates

I bought a property in 2013 and used a letting agent to find a tenant. Before the tenancy agreement was signed I was required to provide them with a gas safety record. The tenants have lived in my property since 2013 but this year I told them I had to sell the flat as I need to repay an interest only mortgage. I served them with  a sec 21 but they on the advice of the council they have not moved out and the council has told me I need to instigate possession proceedings. On looking at the court application, I need to provide the court with every gas certificate issued during the length of the tenancy including the one prior to them moving in. I do not have the certificate given to the letting agents  and I am missing  one in 2016 but have all the others. The tenants were given every certificate, 2013 - 2022. My husband is a gas safe registered engineer  I know every year a check was made and certificate issued. I just do not have the pre tenancy copy and have lost my 2016 copy.  The flat is sold subject to contract.  Will the lack of these two gas safe certificates from 2013 and 2016 prevent me from obtaining a possession order? The HSE states landlords only have to keep gas safety records for three years, two before the current certificate. Has anyone else encountered this problem and were you able to overcome it?

I'm a gas bod myself and we too are expected to keep records of the certificates we issue. It seems an obvious thing to ask, but given your husband issued the certificates, are their not office copies in his own Gas Safe business records?
