Advice for a freeholder please

A bit of background

I live in a ground floor maisonette and I'm the freeholder for my maisonette and the one above me.

The lease holder for the maisonette upstairs is selling and I've been sent an LPE1 form to complete.

A couple of years ago the leaseholder replaced the porch without consent but did not replace the door (she left it as an open porch).  This was a breech of the lease but unfortunately I didn't say anything at the time.

Due to problems with tenants I had asked her to replace the door but she refused, before I knew she was selling I told her that if she did sell then the porch door would need to be replaced.

Recently (via email) she agreed to pay me £650 (after getting a quote) for me to replace the door however, she is now refusing to pay this.

I sent her solicitor an invoice for the £650 for the door together with a fee payable for me to complete the LPE1 form.  The solicitor emailed me today asking for my bank details so that the fee for the form could be paid, there was no mention of the £650 for the door.

I'm not sure if I can enforce this breech to be remedied without paying a solicitor which is not something I want to do. What options do I have?

Am I within my rights to issue a section 20 notice (before she sells/before I complete the form) with regard to paying her share (50%) of the cost of replacing the door and possibly the whole porch (as it was not done in keeping with the rest of the exterior).
