Is it only me or is it mad that agents can charge 10% every year if the tenant remains in the flat. I am managing the property myself, they do nothing day to day. What are the consequences for me if i refuse to pay?

Depends what is in the agreement you signed with them. If you agreed to the charges then they have a right to bill you for them. If you refuse to pay then they have a right to seek legal action to recover those costs.
