My son lives in our second property. There is no rental agreement. He doesn't pay rent. But we have an informal, unwritten arrangements whereas he is responsible for the bills for which he reimburses me (I pay all the bills, service charges, all outgoings as all the utilities, bills etc are sent to me in my own name to our own home address which is different to that of our second property). As we are family, we have nothing in writing in place for this arrangement with my son. Its all informal.

In this situation am I obliged to have in place a 'pass' Domestic Electrical Installation Certificate which I understand is required by law by 1 April 2021 in tenanted Propertie?
