We have a new tenant in our 1 bed flat. He works in a professional job and is well paid (annual salary is 60x the monthly rent). He complained (gently) about white  mould in the lounge.We investigated, cleaned the mould off and suspected that the place is not being heated. We have thus been surreptitiously monitoring his use of gas an electric over the last 2 weeks (he has been in residence after work and at the week ends). The gas use has averaged 50p per day with electric at 64p per day. In our opinion he is not providing sufficient background heat to prevent mould in the Victorian flat.

How do we tackle this problem?....if we say we have been monitoring his energy use he might take offence ("spying" or breaching his right to quiet enjoyment) but his behaviour is damaging our flat in our opinion.

(he should be in receipt of the govenment's £400 help qhich he is clearly not using).

I should add, there is a brand new condensing boiler fitted this year and the EPC is a C rating (carried out a year ago).
