I have a 3 bedroom, semidetached house of build up area 103 meters squared and a garage and a 2-3 parking space. Will I get permission from the council to convert it into 2 flats? This is in the Newham area                                                           

You can put in a pre-planning application to your local planners to find out if they will consider it.
The down side is that they will probably charge for this service
