Condensation in an internal bathroom with no window tenants complaints.

I have tenants in a modern flat, 2 adults one baby. They are complaining about mould on the bathroom walls and around the bath on the sealant in the main bathroom. ( I am not talking about serious mould rather two patches 1-2 cm wide on the sealant and slight mould in one corner on the walls) They have been there for 3 months and I have never had a problem in the past and there was no mould when they moved in. I have replaced the extractor with a modern one (but it needs manually switching on) as the old one made a lot of noise the new one functions well, sucking air to an outside wall. It's been tested for suction with smoke to confirm this.
Every time I have gone in subsequently the tenants have no windows open, are drying clothes on clothes racks despite me putting a a+ rated condenser washer dryer in and are only using the one bathroom, the other is being used as storage. They want the bathroom repainted and new sealant put around the bath. What is their duty of care and do I have to pay for this as it's a problem they are clearly creating? Or do they need to be more considerate and switch on the extractor and open windows so the bathroom dries out daily and clean up their mould with some bleach or dettol?

You need to get the fan wired to the light switch on a timer which will solve the problem and also use their electricity.  Download some info on what causes it and give it to them to read. Tenants are thick.
