Changes of locks legal?

My agent want to make an ispection at one of my tenants without permission. he could not get access because the tenant changed the locks.
The agent was complaining and demanding access everytime. I called the tenant and he confirmed that he exchanged the locks and will reinstall the old one when he moves out. He is living with his girlfriend there and he is sometimes alone and he doesn't want that someone gets in without permission or being surprisingly visiting her.

Well I have not given permission. But my question was the behaviour of the tenant legal or not. I have no problem with it but the letting agent.

Changing the locks is legal. As long as they're put back, as they were, at the end of the tenancy.

Landlords, all of us, I guess, would frown on it, though... but it's not illegal.
