Buying property with EPC of E in Scotland

Should I buy a property with an EPC of E in Scotland bearing in mind that there is no certainty when or if the government may not allow renting unless the EPC is at least a C ?, sometime in the future.
How likely is this and is it a bad move to buy to let properties that are less than C ?

It's reasonable to consider buying if:

1. It is feasible to increase the EPC rating of the property to C.

2. The costs associated with doing so can be estimated before buying.

3. The property is priced appropriately, or the seller is willing to accept a suitable offer.

4. You are can afford to invest the time and money to bring it up to EPC C ahead of letting it or you accept that at some point in the future there will be a longer than normal void between tenants while you have the work done.

5. You have considered all the other factors that would make the property a good (or bad) rental investment.

It's a pretty simple, head not heart, decision making process.
