Council caution questionnaire

Hi, I was unable to let my property last year , so a couple of months ago I let a couple of air b nb stay there. Everything was fine,and they we're studying doctors.
I have since received a letter with a caution questionnaire attached stating that I had fly tipped a load of black bin bags down the street, as there was a carrier bag with my address on.
The rubbish had been at the top of the street for over two weeks and had not been put there by me as I don't even live at the property. All as I can think must have happened is the last person to leave must have placed the carrier bag that had a couple of receipts in that she must have but on top of the rubbish that was already there, as she was foreign and flying back home. The photo evidence is just the item in the carrier bag .
I am not sure how I should proceed with this, the envelope will have the tenants name on , will I be liable for this as it shouldn't be my fault as I never left it. What would be my best cause of action to take as I am really worried.

At the moment all the Council have got to go on is the address in the rubbish bag (might it be junk mail with your name on?) and presumably the fact that you're paying Council Tax for the property, so they're assuming that you were the one who dumped the rubbish. Write back explaining that you don't live there (never lived there or left on [date]) and that you had tenants living there from [date] to [date]. Once they have the full facts they shouldn't hold you responsible.
