Bike in communal area and problem tenant next door.

We own a 2 bed flat in block of 4.
Our tenant (now left) complained about the tenant next door, noise, using her bin and leaving a mess of rubbish and food waste around bins(which my tenant cleaned up). They also dumped an old TV set in communal area.
Everyone in block has complained about this tenant to their agent, who is also factor for the development. They have admitted this tenant has a reputation with them but state this tenant has made complaints about everyone else in block (such as my tenant allegedly stealing their mail).
Arrived at property to show round prospective tenant to find a bike propped against our electric meter beside front door.
Agent emailed all residents asking bike be removed as against rules but tenant has refused.
Landlord is aware but will do nothing as does not want to lose tenant.
Suggested to agent we will ask tenant to move bike but they strongly advised against it.
No issues before this person arrived.
Not sure what to do, if anything, suggestions welcome.

Hopefully sorted .
Agent doing nothing so I contacted Landlord reg at council and explained situation.
Advised me to contact Fire Dept. as health and safety risk. Not done this yet.
Visited property last night and bike was not in the hallway. Saw him going out on the bike so must now have it inside the property.
