“Assumed” in EPC done on new property

Hi all

In the period between agreeing the sale of a house and it being in my possession, an EPC certificate has been produced for the property (September 2022) which has marked it as an F so it cannot be rented out.

Where I am confused is around cavity wall insulation, I don't think the property has any of them. I am also unclear about the suspended floor but will be double checking that. The third thing that came as assumed was pitched roof having limited insulation but there's no recommendation on that unlike the cavity wall and suspended floor

Is it normal to do a EPC check but have so much assumed?

Often, yes.

If there is no visible evidence of cavity wall insulation (e.g no filled drill holes in the external walls) and the owner can offer no proof that it was done, then if the property is of a certain age, it is assumed that there is no cavity insulation.

Similarly for the presence of under-floor insulation and the amount of loft insulation. If building regs did not require these (based on the build date of the property), then it is assumed that they are not present, or only there to a limited degree.
