I have been watching this emerge over the last month or two

The fine detail being discussed on a Radio 4 programme a few weeks back was suggesting that the impact of this would be that a landlord could not evict a tenant for a period (I think they quoted a month) after a defect in the property was reported.  A contributer to the programme suggested that all a rogue Tenant would have to do to avoid eviction would be to make complaints at at optimium frequency to avoid being kicked out. E.g this weeks bath cold tap leaking, next week bath hot tap leaking, the week after kitchen tap leaking etc.  I think the relationship between a tenant and a landlord has to be fair, but I think this is likely to be abused and leave the landlord picking up the pieces.
