Agency charges 12 months fee but tenant stayed only 10 days

The agency found a tenant for me but on the 1st day he moved in, I had issues already and the tenant and I decided not to carry on with the tenancy. He stayed in my flat for 10 days and I did not charge him rent.
I did not sign any contract with the agency nor with the tenant. The agency insists that they have done their job and charges me for 12 months which is equal to approx. £830.
I was initially informed that in case the tenancy agreement would be terminated prior to 12 months, I should be eligible to receive a refund for the outstanding months. Hence charging full fees can't be right as the agency only states in their T&C, a fee of £250 for admin regardless of whatever happens.

Anyone got any suggestions with how to deal with this situation? I am looking into ways of complaining about this.

Are they regulated?

Complain to them.

Complain to regulator whoever that is (RICS, ARLA, etc)
