URGENT: Can landlords legally change the locks without the tenant's permission?

if the tenant has changed the locks and refuses to give me a key.

can I change the locks and give the tenant a new key. So that I have a key, whilst not denying her entry, but without the permission of the tenant?

She was in breach of contract by changing the locks at all and by not giving us a key if changed in an emergency. She's also 2 months behind in rent and is an estate agent and her daughter's an ex-police-officer (of which they love to remind me-nothing to be proud of) and believe me they "know [their] rights"

So would like to know where I stand, I have informed her I want her to meet me there tomorrow and to give me a key or I will arrange for a lock smith to come. She has refused to meet me there.

You can only insist on your tenant putting your old locks back when her tenancy ends.
