serious maintenance issue not resolved by agent for 1 year

I'm overseas at the moment and not on top of things as much as I could of in UK.
My agent carried out a inspection with pictures last may that identified a roof tile missing and subsequent mould in the bathroom.
I gave instructions for quotes which took a couple of months, I approved them immediately about 6 - 8 months.
The contractor has visited once and recommended more work on top of the quote.
But to date in still waiting for the xagent and contractors to get on with it and start the work.

On top of this 1 month rent from February is being held by the agent to pay for the maintenance when it's done - I'm ok with that but it's now 3 months of holding that rent.
I have been chasing the agent via WhatsApp but keep getting delay stories.

What are my options?

Making a formal written complaint to the agent, and then following the complaints process of the approved scheme that they belong to. Start by reading the agreement that exists between you and the agent and see what it says about ending the relationship.
