I had two properties with an agency and due to poor service I have moved to a new agency.

We have agreed on one property that I was no longer bound by the terms of business, but are still going back and forth on the other property.

Are they allowed to hold on to the keys while we have a dispute? Surely at the very least they should return the keys for the property where there is no dispute.

Any advice welcome!

The keys are your property.I would tell them that you will be reporting them to something a bit scary- professional association/ trading standards/police/whatever.This assumes that you have demanded them back,and they have refused-not clear from what you wrote.
