Can we claim these two items against tax?

We recently remortgaged a property. Because of the new rules applied by lenders the maximum loan is now linked to the maximum achievable rental. At current market rates we could not afford to borrow the full amount so borrowed £12000 to pay off some capital. The broker told us that many landlords have been forced to sell up for this very reason.

The new mortgage also cost £2000 to arrange.
